As far as I can tell, you are placed at a location once your paperwork has been received - they send your information to the relevant Office of Education and the local Office send you a Notice of Appointment and a contract. If you apply as soon as possible and move fast on the paperwork, you should probably be able to get the location you want - I really don't know what difference applying through an embassy would make.
Where are you trying to be placed? Some really rural places only accept a limited number of teachers, but somewhere like Busan will take almost a hundred, I think. Gwangju had around 40 new teachers this round.

I used a recruiter and was apparently the first person to get their paper work into my POE. But there were only like 15-20 of us in Chungbuk this time around.
