Usually schools are ran by the prefecture. I think the schools in those cities are ran by the city.

Designated cities are cities which operate like prefectures in terms of autonomy because they are so large. Sendai, Fukuoka, Hiroshima, Kyoto, Osaka.... the list of designated cities is pretty big.

There are two main types of jet program participants. Municipal jets(city jets) and prefectural jets.

You either work for the city directly, or you work for the prefecture.

Like gizmo said, larger cities fall into a subcategory of designated cities.
