    Yep. I couldn't get mine until I got my gaijin card. But I know a few people who did, so you may get lucky and have someone who finds you a way around it.

    I don't know enough about Foundation Degrees to really say one way or the other about them. As for specific private schools, I can't really say. There are thousands and thousands of them in Japan....
