    Usually schools are ran by the prefecture. I think the schools in those cities are ran by the city.

    Designated cities are cities which operate like prefectures in terms of autonomy because they are so large. Sendai, Fukuoka, Hiroshima, Kyoto, Osaka.... the list of designated cities is pretty big.
