TLDR; I did my degree with an accredited and highly respected university through distance learning but they have told me that tutors cannot write letters of recommendation or references and it is their student services department who handle those matters. Their student services people have been very friendly but obviously cannot state a length of time that they have known me (since we have never met) or my suitability for JET. Additionally they have a standard template and address all references to 'To whom it may concern' rather than to any person or department.

Would the JET applications office still take this reference? My manager from work will be writing the other one and is happy to write it however JET want it.
