I know it does work cause this one computer I use at one of my school does it when ever I am reading english text. It's pretty cool. XD

Is that using Rikaichan or is that a different program or extension?

I've seen Chinese international students at my school in the US use something like that, except it's a program that isn't just browser-based... so they can understand all the menus in Microsoft Office, etc. No idea what is though
